In my experience, there were about 6-8 straight "free offers" I received last year where the (3-4 different) stores conveniently didn't have that particular product in store the day of the promotion.
suck my local has every service and fuel, but never a free offer they say "no we dont have those here/or dont particpate some days"

Plenty at the one I went to, and I went after work around 6. Probably less traffic in CBD stores now, hence why.
