Short answer is no it's not safe to assume that but it's a grey area and a cause for confusion since they are staying open despite providing non-essential stuff. Not speaking about SCA here but other places in general.

These are cheap and nasty. You have to work on it a bit to help it along. I have taken them apart to remove the sharp edges and grease the o-ring.
