Cheapest I could see Fallout 3 after a quick search is $21 from Ozgameshop:

if you have fallout 3 but its not game of year edition, trade it in at EB or Game for a 2nd hand copy of the GOTY edition. difference is no more than $10 and you get all 4 expansions. by far the most enjoyable expansion for me was Point Lookout, followed by Anchorage, then Broken Steel, the Mothership Zeta, and finally The Pitt.
To me, The Pitt seems incomplete. Storyline isn't as polished.
Arguably the worst 2 expansions of the 5, Anchorage was only good for the Chinese armour, The Pitt not much good for anything.
$5 is still ok though I guess, but most people would have moved on from this game a long time ago.
