No, you cannot use a traditional wired dimmer switch with these. You either use the app, voice control with your choice of assistant or buy a HUE wireless dimmer switch.

Yes. it's a "Smart Bulb", but it has to be paired up to work.
It won't dim with a wall socket dimmer, you use a 'remote control' made by/for Hue , as the Hue lights all work using ZigBee Radio. Philips Hue uses a radio signal (ZigBee) which is Bluetooth/WiFi like, but it's designed for low power devices like garage remotes, security magnetic alarm triggers, which you put on windows or doors to know when a door/window/cupboard/fridge is open/closed, and other occasional sensors.
The big advantage of ZigBee is that the range is boosted by having more ZigBee devices, as each device repeats the signal, and this will 'pass on' the message to others in range of each other, up to something like 100 bulbs and devices. Samsung SmartThings uses ZigBee, and a few other smart gadgets/alarms and security devices as well.
The next version of the Hue Smart bulbs coming in 2020 will have bluetooth for people who didn't buy the starter kits, or need it to be online.

If you get a Hue Dimmer Switch and pair it up, you can control 1 light with 1 Hue Dimmer switch and/or a Hue Tap / Hue Motion sensor.
The Dimmer control can dim up/down or turn on/off a single light, or a whole house once it's set up with the Hue App and Hue Bridge. Other accessories like the Tap and the motion sensor can trigger a whole room, or set a sequence of lights on/off with different colours and brightness preset levels.
A good example would be a bathroom, or a garage, which will turn on multiple lights when you walk into a hallway, and then turn off after 1-5 minutes if there's no motion detected. A more complex sequence can follow you around between motion sensors and cross-trigger different A/B events. They also have brightness sensors to only turn on lights when it's overcast or dark inside.
If you get the Starter Kit, that pairs up each device to your home network, and you use the Hue App to group up lights into rooms, and from there, set up preset light combinations or sequence & automations, alarms and wakeup/night timers, motion alerts, and so on, even including christmas/halloween lighting displays if you get the colour bulbs and light strips.
You will need the Hue Starter Kit, which has an Online Hub/Bridge that connects to your home network/wifi, but also Google Home/Alexa/Apple Homekit, etc. It is possible to get the Hue bulbs working without the Hub/Bridge, but it's a lot of work to pair the bulbs and controllers individually.
