You can easily check if you find an AMEX hotel deal with a dedicated link.
A good example is this expired deal 10% off Hotel Bookings at Agoda with AmExThen try booking incognito from non-provided link 1st and then use the provided link 2nd.

Yea looks like it has been charged already. Was going to cancel and re-book but i think there is a deposit involved. oh well!
Call up the hotel direct, say you accidentally paid with the wrong card. Provide them card details and ask to switch the charge.
Call up Amex and see if they can do anything. They're not obliged to but in my experience they can be quite accommodating.

The key is they need to swipe the card at a merchant facility linked to the hotel (IHG). Some restaurants have separate facilities i.e. when you swipe it comes up as the Restaurant name and not the IC Sydney for example. That is why when staying at the property you always charge everything to the room folio (for promotions like this and to increase your total spend to get more rewards points).
9 times out of 10 the restaurant is using the same facility as the front desk ..but I have been burned once before at a restaurant inside the lobby of the hotel (that was absolutely owned and operated by the hotel) where the charge came up as a separate entity and thus did not trigger the promotion.
If in doubt have a cocktail at the place you want to lay down the 400$ before to see if it comes up as IHG X or HOTEL NAME X on your credit card.

Appears to suggest that it can be split across any of the multiple properties identified for this promotion.
