as far as i know, in many parts of australia, you can't wash your car at home, full stop.

    No one is going to wash their car in a closed garage - the excess water would never dry, the garage is too small etc.
    As everyone washes their car outside (usually in plain view) it is very easy to monitor and restrict. This as opposed to installing webcams in everyone's showers.
