You're gonna notice more difference from the higher clocks than you will lower timings (unless you have a specialised reasoning for needing low timings). But no, those timings won't make the clocks redundant. You'll barely find anything around those clock speeds with a lower timing without spending a ton more.
Basically,
If Intel, then Yes.
If Ryzen, then No.
Wouldn't make it redundant but there will be performance difference.

Yeap. The model you link is the Trident Z CL14 3200Mhz which is way faster than the CL18 3600mhz. But the price is much higher too.
this timing and mhz thing really confuse most people
It doesn't help that most people, including OEMs, incorrectly discuss "mhz" or "MHz" instead of the correct MT/s.
