So clearance items are specifically excluded.
However, if you are lucky (as a few OzBargainers have noted), your local Bunnings' manager may have decided to overrule this and price match clearance items from other Bunnings stores anyway. (Either that, or you are lucky enough to find a

You are right in that "stock liquidations" historically, and still currently, mainly refer to closing down/bankrupt/sold/merged company sales of all/most/a lot of items usually at below cost, and that clearance sales/items mainly refer to selected lines/items reduced (also usually to below cost) either to delete the lines, sell through short-of-code items or resolve an overstock issue.
However, the terms are starting to be used in a more broader interchangeable sense. For example, Parry's Annual $2M Flooring Liquidation Sale is strictly speaking a clearance sale, not a stock liquidation sale.
Anyways, all that matters is what Bunnings intends it to mean. If they mean the term to include one-off clearance lines, then you're out of luck. (At least until you pony up for lawyers and win in court, or possibly get the ACCC involved 😉)
@robinCTS: Yeah words like Australian don't mean much anymore either because of the behaviour of our politicians who stand for nothing and put laws in place to allow them to legally lie to voters - you really can't say much about a so called democracy that behaves in such a stupid and nonsensical manner. But changing accepted usage and revisionism are the tricks of liars and thieves and its up to everyone who wants to communicate reasonably using words instead of violence to resist those ploys. Unfortunately our broken democratic system clearly doesn't recognise that when words have no meaning then theirs no point talking anymore.
If you both want to put forward a revisionist view that stock liquidation has a new 2109 meaning in terms of Bunning's operation of its price match policy you have done nothing for its customers, or any Australian really.
I see nothing good about pushing the idea that it has just changed unless there's something in it for you. oh and your example is flawed an annual liquidation is not the same as a stock liquidation, and the adding of sale makes that very distinct.

What does the receipt show that cost $4.27?
It is possible, though extremely rare, for a barcode to scan incorrectly as a different valid barcode. It's also possible that the barcode sticker from a different product somehow ended up on the step ladder and was scanned instead of the correct one. You would then have been charged for this other product.
Alternatively, the price could have been changed in the time between when you bought the step ladder and when so3n tried to buy it.
(Posting your receipt, as suggested in the first comment, would have been, and probably still is, a really good idea.)
