I think all portables do don't they? I have different Seagate versions and they all do it
Can't speak for every drive, but my assortment of 2.5" Seagate and WD externals have behaved according to the host OS setting (i.e. if I set drives to "never" spin down, they won't spin down; if I set it to 10 mins, they'll spin down after 10 mins of inactivity).
Is this any difference in the quality of the drive between the basic and the advance?

So which one to pick, advice please? Seagate, WD or Toshiba? How do they compare? Thanks.
Seagate drives can be shucked. WD and the newer Toshiba drives cannot as there are no SATA headers. Other than that, it's all about brand preference/support.
Also, tip for those whoever have to RMA drives and they try to get you to pay shipping to Thailand, quote ACL and they'll generally give you a prepaid label (or hang-up and try another rep).
That's disappointing about the Toshibas, it's Seagate only now for portables.

I wouldn't buy another Toshiba again. Bought 2 of these from Amazon US couple of years back, both failed pretty quickly!

Note unless they changed it since I bought one, these spin down after a period of inactivity independent of whatever you set in the host OS. May be handy or annoying depending on your use case.
