Yeah that's definitely a fair point, although you could probably install a Linux distro on it and that would be better on 32GB storage.
The new Windows 10 updates will reserve 7GB for "update space".
The eMMC is still pretty slow (maybe 70MB/s) compared to a SATA SSD, though.
Still, you get what you pay for, not a back machine for the price.

We have an HP Stream laptop with 32Gb for storage. Barely anything else and it still doesn't have enough space to do it's Windows 10 upgrades (consider download of files, back up/interim operations then upgrade with swap space, etc). Google it and there's no end of similar storage space problems. Windows 10 requires more space than this for ongoing operation especially if a big update is released.

someone should find a way to hack this and replace the storage to bigger one
eMMCs are usually soldered on or as part of the CPU die on some packages. So unless your desoldering and soldering skills are excellent… then no.
Surely this could have come with at least 64GB of storage. Most phones base models are greater then this, and their OS is only 2GB!
Another alternative laptop for those on a tight budget is a refurbished Acer TravelMate B115-MP - its listed w/ ebay seller (bneacttrader) at $169.00

The Lattitude is a far better deal than this one.
The deal computer CAN be upgraded, to 8GB ram (single chanel) and the storage can be upgraded too, to either 128gb eMMC or a 2.5" hard drive. Also, Windows 10 Home is feature limited.

RAM doesn't need upgrading. The storage does.
4gb of ram WOULD BE enough…in 2012.
I don't think you can upgrade the storage. The drive swap instructions you linked appear to only apply to other models.
Good luck finding a low voltage stick of DDR3 at a reasonable price.
These things are so painfully slow. I had one for 1 night, returned it straight away.
It'll get the job done but sooooo slowly.
Unupgradable eMMC storage, RAM, etc. It's a 'No Dell' for me.
32GB storage will barely be enough for Windows and Office these days..
