riding this without a license in Australia is illegal.
It's not the license that's the problem, it's the power/speed of the device.
E.g. VicRoads allows scooters up to 200W and max speed up to 10 km/h.
The vendor (optimistically?) claims this scooter can do 11 km/h so it would be an unregistered motor vehicle, regardless of what license(s) the rider holds.
OP you may like to add Plus Postage, which looks to be anywhere between $10 and $50.
