How does Google Pay works these day? Is it same like Android Pay (i.e. you will need NFC) or we could use it same like PayPal and use it on a device without NFC?

Android Pay is the same as Google Pay which uses NFC. Android Pay is just the old name before its was changed to Google Pay.
You can use it without NFC, for online purchases like the iconic where it works like PayPal.
Google Pay reuses the financial details from the Play store. (In my case, an expired credit card and several dollars credit from rewards surveys!)
NFC is just the, optional, smartphone nicety.

From the play store, Google opinion rewards.
I've used my credits on movie streaming.
Survey rewards credit can only be used on the Play Store for apps, music or movies

Do you mean earn both? As in sign up for the Google play $10 voucher for first 5 purchases and one of those purchases would be an iconic purchase ot earn the $20 iconic voucher?
