What you are talking about is click-bait news. Benevo sells "complete" cat food, which can provide taurine, vitamin A and arachidonic acid despite offering cats a vegan diet. It is not illegal to feed your cat a vegan diet that meets all the cat's needs.
A cat's needs cannot be met with a vegan diet. But for other animals it can.
