  There many factors that can contribute the noise but best for noise I would have to say Plantation Shutters, Curtains and External Roller shutters would be number 1

I recently bought seven of their budget white Venetian blinds (during the recent 20% off) for self-install and am very happy with them. In hindsight though, unless you have the spare time, pay the 30 odd dollars per blind to get them installed…worth it!
