It's not ideal but in my city if you're ordering for two you're pretty much always going to meet and pass that threshold

Anyone else not get their vouchers from this? I complained and they sent the most nonsensical response saying that my order on the 12th is September was not eligible for the promo because it had to be an order placed “by the 18th” of September!?!?

I always get a bit antsy depending on the wording of cut off dates. To me "by the 12th September" means do it before the date. Like maybe it is supposed to read "before the 12 September". I always do it a day before at least to avoid this.
My guess is what they were trying to say was your voucher codes were sent to you but because you didn't add them to your account by the 18th they are no longer valid. You want to check your spam folder or otherwise search for any email from Deliveroo from this month and if you can't find it follow up with them. The more you push them and they realize they have made a mistake (if that's what is happening here) then the more likely you are to get what you originally wanted and just maybe something extra.
