Cause they use laptop parts
I think they both use the same Chipset i3-7100U and same RAM type. What I think the price different is Intel being just like "Apple".
If you want cheap low-power, buy a used laptop with broken screen and bad battery :)
Celeron NUCs are cheap, but a good cpu like this bumps up the price.

$399 I paid in July (that's for school) and it looks like it's back (with "PARENT" code)
You get aluminium body, touchscreen and fully functioning device with 8-hours battery life. (and yes there is an empty RAM slot and an empty SATA slot as well and a pen for touchscreen!)
This NUC should have cost third from that, to my opinion.
