I had a $10 voucher emailed to an inactive PayPal account I haven’t signed on in years. I had used the eBay account that matched that address though many times. I could only redeem the code on that eBay account and it let me pay with my everyday PayPal account

I got the Paypal $20 eBay spend too :-) Nice surprise it was too. I bought a portable digitial radio for $19.67. I've only used my eBay account once this year, so might have to get back into it.
I got 2 $20 vouchers because I have two PayPal accounts. I can't tell who they're targeting though.
I'm guessing because both PayPal and eBay hate me that this is Targeted?
