This is a true bargain. It is absolute true value for money. $16 for an entire set works out to be .38c per piece + free delivery.

18 = 18% chromium, 0 = 0% nickel
quality utensil should contain nickel.
The higher the nickel content, the more protection the flatware has from corrosion.
