Well depends on what you want.
A lot of people like to make their PC's a showcase, and these are the best ones you can get.
This also includes the hardware needed to control it all, unlike some other stuff that requires a motherboard with an RGB header/etc.
Good fans run about $30-$40 each for RGB variants.
More for things like a Noctua which are the creme de la creme of fans.
Again, horses for courses but its a good price for these fans.
Yeah but a quality fan is maybe $20, making these approx $60 more expensive than 3 good fans. $60 is the price difference between a 1070 and a 1070Ti. Which would you rather have?
Also $116 is only really a good price, it's not really a bargain at only $4 cheaper than skycomp.

There are 3 variants of the fans , suck air into the case, circulate in the case, exhaust from the case.
Might want to check combinations that are in the box.
I use the corsair with speed control from mother board, very quiet. My case only has a small LED so fan light lets me know when PC is on and downloading or finished downloads at night.
I just bought one Cosraisr, was $25 at MSY at the time.
Bling factor …. some people have cases with windows and take them to gaming session (I don't personally).
Some people take pride in their grooming, clothes and stuff, some people don't, depsnds what's important to you,
The controller does more than just colour, it can also be used for speed control.
