If the first tier has DRM free items like this bundle, then the minimum is 1 cent, not $1. You simply don't get the Steam keys.

  Try it and let us know. I know it used to be the case as you describe but not sure if it still is.
  Plus it will be very hard to get this all in one title.

    The Count Lucanor, Hustle Cat, and Tattletail games for Windows, Mac and Linux, and The Count Lucanor OST and Hustle Cat Soundtrack in MP3 and FLAC. Paid with PayPal US 1 cent with conversion by bank to AUD 1 cent.
