      It'd still work, but won't charge as fast. And I think some won't charge when you are using, as in only maintaining but won't increase the battery level

    Not sure about the 15-inch but if you've got a 13-inch it should be fine. Though they claim it will charge slower (as the standard power adapter is 61W), the Anker PD enabled power banks only output 30W and quite a few people have stated in the reviews that their 13” Touch Bar MacBook Pro’s charged up similar to speeds of when plugged into mains.

      My monitor at home and the thunderbolt dock at work are both 60W and they charge OK.
      
      Reviews from https://www.amazon.com/RAVPower-Portable-26800mAh-Recharged-… seem to indicate that this 30W output works on the 15" so I see no reason it's not going to work here. That said, I wouldn't play games on it while charging with this though.

  I'm not too sure about the first question, but I'm thinking for a phone a regular Mi Power Bank 2 20,000mAh which has QC3.0 with a decent USB-C Cable might do the trick for cheaper if you don't plan to use it for anything else. Someone more familiar with this powerbank can hopefully give more insight.
