take a photo of it using google photos - PhotoScan
I tried this a few times, terrible results. Scanners still win.
It depends on your phine camera.I got decent results.
Your mobile camera makes a reasonable scanner.

You will need a scanner to "digitize" the photo.
Scanners are often combined with printers. Known as "MFC" Multi-Function-Centre.
The software to make it all work is included with the MFC.
Which page is that on?
I see a couple MFC's on page 52, but they're much more than $15…?

Why not just try Google for free first then try a scanner if you don't like the results. You seem to be stuck in indecisiveness. Just do it. Not everything in life can be answered on forums.
Absolutely. Even a very cheap scanner/printer combo device (you can literally get them for 39$) will do a good job as they can scan with high detail. You probably know someone who has one you can use, and if not, probably a library near you has one. If not, you can still get them very cheaply.
