Help! PayPal Decided to Close my Account Because of Security Issues?

Hi everyone,

This is the most ridiculous thing I ever come across.

Few days ago I suddenly receive an email stating that as a security measure they have temporarily limited what I can do with my account until issue is resolved. So, I went to resolution centre to figure out what's going on and what do I need to do to resolve it. So, I get this "19 Dec 2016: Your PayPal account is linked to another account that has outstanding issues. Please resolve the issues with the other account."It didn't provide any further information about what's going on and there's nothing listed in resolution of what i can do to resolve it.

So i emailed them to get further information about this.They replied saying that I need to provide them the Proof of Address documents. So i logged back into my PayPal account, attached a copy of my gas bill and driving licence as requested.

Now, i received another email saying that "PayPal appeal denied, for the safety and security of the PayPal network, we often review accounts for potential risks. After reviewing your account, we have decided to close it because of security issues."

I call them straight away to find out whats going on and the operator basically just say that due to security issue, you account is closed, FULL STOP

From the beginning till the end,they didn't explain WTH is going on, and basically just ban my account due to whatever security reason.

So what can I do?

I do use PayPal quite a lot, really upset they just do it for no reason :( I have no outstanding debts or account)

EDIT: never use my paypal account to sell anything or receive any fund from anyone, never try to do anything dodgy with the account, there's no money in the account at all, mainly use it to make purchase from ebay or other online website for personal use, it provides peace of mind in case need to return or deal with dodgy seller. Also, another reason i use Paypal lots for purchasing because i can still earn Amex points through paypal if the seller doesn't accept Amex but Paypal.

    Good luck resolving this with PayPal, ha!

    The reason they do this is either you have multiple accounts under the same IP address - or - Received some disputes in the past year or so.

    Good luck, but I don't see PayPal reinstating your account anytime soon!

  • i am the only one in the family has & using the same Paypal account for years and years , i did lodge few disputes throughout these years, i seriously have no idea what's going on :(

    Just wondering, did you check if the paypal email is actually from there and not a phishing scam one ? Occasionally I get the scam email even though the email doesnt have paypal link to it in any way.

    It's just a possibility so I'm throwing this out.

      The other day i got email saying last warning before they close my account and asked me to log in. Lol.
      Good thing i checked their email address and nearly was a victim of phishing.

  • Yes it's definitely not scam, it's in my PayPal account, I submit all documents through PayPal account and I talked to operator from PayPal phonel number too

    So what is the other account they claim your PayPal is linked to ?

    Do you know it ? Is it a bank account, a PayPal or CC ?

    I recall reading somewhere that once they decided to ban you, don't send them any documents. They won't change their decision. They just want to collect more information about you in case they need to take legal action.

        Nope, Jack is right. It's a known tactic PayPal uses to obtain more information from you without ever intending to remove the permanent limitation. They use those documents so they can quickly limit any new accounts you might try to create in future (cross-referencing your date of birth, etc.).

  • After about 6 months Paypal will return funds on a frozen account, or they did 8-10 yrs ago. Paypal is omnipotent these days, if you have registered a card that is with the same bank you were with on another paypal, they will freeze you.

        • @McFly: That your details are registered with another account. You are only meant to have one account per person, and the banks/cards associated are supposed to belong to the accountholder. In fact if they found out your wife had your card on the account, they could freeze her then and there.

          I have a corporate card which is shared across our group of programmers.

          It is the same card linked into several paypal accounts.

          Although, I think it might be different since we have clients worldwide compared to a one man operation/personal use scenario.

    Paypal is not a bank, they are a payment portal, you made a big mistake providing personal information like " attached a copy of my gas bill and driving license as requested". That is information that they shouldnt have, paypal is not governed by government financial bodies like australian banks are. You do not know what they are going to do with that information.

    • PayPal had been very helpful and reputable in the past, i didn't think much about that, so I just attach my personal information since all the information is in my profile anyway :( didn't know it will end up with this

      Nonsense, they are a financial services provider (Australian Financial Services Licence number 304962) and have to comply with regulations.

      They are bound to comply with things like AUSTRAC for money laundering.

      OP, they obviously detected some suspicious or fraudulent activity.

      If you haven't done anything wrong, ring them and ask to speak to a supervisor, failing that you can try the financial obudsman.

      • You should read some of the horror stories associated with paypal, even if they need to comply with regulations, they still do whatever they want as evidenced by their unilateral decision to close the ops account. If you opened a savings account and the bank did the same thing here, it would be a shitstorm, but that kind of behavior is unheard of here with local banks/building societies.

          I'm familiar with the "horror stories" and anti-PayPal websites.

          I didn't post to sing it's praises or support them, I simply made a point that they hold a financial licence and have to abide by the same rules as banks.

          PayPal, by law, have to obey AUSTRAC and other rules, and there's always the ombudsman as a last resort.

          And we don't know the entire story about the OP.

        • Why would there be a shitstorm if an Australian bank closed a savings account? Bankwest have been doing it when people have been abusing the QFF loophole. Sounds completely reasonable. In this case, we don't know what the suspicious activity was.

          No bank is obliged to provide you with services. If they close your account, you just go to another bank.

      • Correct, for the most part, but a little naïve thinking the financial ombudsman can help with removing the limitation. The FOS can help you resolve a dispute or access frozen funds, but they have no power to overturn PayPal's decision to ban the OP from their services.

As far as I know, only have one PayPal account And all credit card used for this account only, when I email them back to ask them provide more details about what they mean by my acc is link to another account that has outstanding issue, all they answer is asking me to provide a utility bill and driving license as proof of address. I thought it's just a mistake or something easy solving by providing the gas bill and driving license :( who knows they reply in few hours later to decide to ban my account without even explain further much

        I am worried that it might make it worst? There must be some reasons that they ban my PayPal account, but I am so annoyed that I am banned without even telling me wth is going on

          I can't see any of the worse outcome if you lodge a compliant.

          @bjdchwr: Logged in just to say that. Take it to FOS. Anytime I get into issues with a bank, insurer etc I always say this:

          "I have now attempted to resolve the issue with you, I understand that you consider the matter resolved, but I do not. I will be lodging a dispute with the Financial Ombudsman Service"

          This usually prompts an escalation to a supervisor which has more power to resolve things. It's also what you need to have done before speaking to FOS, because their first step will be to bounce you back to the institution if you haven't tried hard enough.

          Alternatively, there are some other tricky ways of doing this - find CEO's email and drop them an email.

          I've done this twice - one for Skype and it works! Both of the complaints I received positive feedback.

          However, there is no guarantee for this but it worth trying…..

      My guess would be identity theft, somehow you info has become compromised and has been used to open another account that is up to no good. You have to try and find out more about this phantom account, if they believe that this account is yours they should have no trouble providing you with the details if not then why are they banning you for an account they do not believe you control? Its either or.

      If they refuse to provide you with the information go to FOS, as financial services companies are obliged to provide you with info about your accounts when you ask them.

      Do you have a brother or someone who used your card and was able to check the card statements to verify the deposits to offficially add your card to another PP account that defrauded PayPal? If not, do you have a good virus scanner on all your PCs for malware/keyloggers, etc? Someone may of stolen your identity and did some nasty stuff and PayPal has good reason to think you're both connected. The fact they mentioned you have another account tells you everything you need to know. It was either identity theft or someone has faked being you.

    I had one of those 'security issue' emails last week and they limited my paypal account. They wanted my date of birth and for some reason they wanted me to re-enter my address (?)

    • Sure that wasn't a phishing email? Did they address by full name in the email? If they used your name part of the email address, that would be phishy.

          OK. I mentioned it because "Your account has been limited" is a standard phishing line. I got that many times. Only thing was, it was to a mail address I never used with PayPal.

        • This happened to me randomly last week as well. Been a customer of years and years, and suddenly DOB and address proof needed. No change in my activity to prompt it.

          Same experience; no link in the email, was in the resolution centre on the PayPal website. Account was genuinely limited.

          It was all dealt with quickly, but seemed bizarre. Especially coming up to Christmas, when you'd think they'd be busy.

          Maybe something got fried in their fraud detection algorithm and they're doing a bit run of useless checks?

      Yeah I had a similar email after ordering something. I found out that the address I had stored on the shopping site was a little bit different to the one on paypal. In the resolution centre I entered my address and my DOB, and straight away got the email "Your PayPal Account Has Been Returned to Regular Standing".

    That sucks :( I made a company paypal account for my job so we could start accepting payments by credit card, and they pulled the same stuff on us - limiting our account, asking for an insane amount of detail about every director of the company, home addresses, licenses ect… I kept uploading more and more info (because they had limited the account while it had thousands of dollars in it and we had no way of getting our money out). It took months of me calling them almost every day and threatening legal action unless they released our money. Even the people on the phone had no idea what was wrong with the account.

    If I were you, I'd cut your losses and make a new, fresh account. You don't have any money in there anyway. If the credit card thing is an issue, can you get a new credit card issued from your bank? So paypal don't recognise it from the previous account?

    I detest PayPal, and I deliberately avoid using them where possible.

    I had a similar experience a few years ago. Never had a PayPal account, but decided to register for the convenience - all my mates used it for years, saying how great or was. As soon as I did, this brand new account was blocked for security. This was on a card not previously used on PayPal either.

    They asked me to provide additional proof of ID. I did send one bill as proof, then they demanded copies of driving licence. I drew a line there and said no thanks, please close account, delete all info, and refund the $2 or whatever it was they use to confirm bank card account.

    They ignored that, and repeated attempts to follow up and escalate, for three or four weeks. So I lodged a complaint with financial ombudsman, and sent them copy of all my communications and case numbers. I didn't hear back from ombudsman - I understand have to be patient with these things. Couple weeks later, PayPal contacted me to apologise, and remove the restriction. I immediately removed everything, and shut down the account myself. Never looked back.

    That was a couple years ago now, and I boycott as much as I can. I still buy from eBay, some traders are just too good to not give business to, plus they ship with aus post. It always makes me angry when I see the 20% eBay sales though - the t&c is that it has to be via PayPal account. I personally think that condition should be included in post title rules!

    Good luck with your dispute. But in my opinion, you can live without PayPal.

        Yes, i get it, but you miss the point I'm making - the t&c requirement is to have a pp account, not just using pp, for the 20% off deals. It means that people like me who try to boycott pp as much as possible, those 'bargains' are meaningless. Members often complain about far more trivial things on different bargain posts! :)

      Why, if it was a bank you would have to provide 100 points of ID, why is PayPal different?

      Imagine if they just let anyone open an account with no security (and legally they have to scrutinise accounts anyway)?

      Also, they don't charge you $2 to confirm your account, they simply deposit 2 small amounts and ask then ask you what they were.

      90% of the "issues" with PayPal are user-error or misunderstanding, follow their rules and jump through their hoops and they are fine.

      • PayPal certainly is different, they get away with charging 2.4% off every credit. It would it be a shitstorm if banks started doing that. I hate PP with a passion. They are impossible to get your message across, fix problems with your account or website, you can't appeal, they are faceless embodiment of inhumane robotic money squeezing corporation.

          "Every credit", if you mean on sales, they are a business and not a community service.

          Banks also charge for their service, even if you don't use it most charge an "account keeping fee", PayPal only charges when you use it.

          And I've already stated that there is an option of the ombudsman or a chargeback (if your account is funded by a card).

          This is just another example of someone who doesn't know how to use PayPal and blames them for everything.

    Proof of Address

    we got one of those. one thing that can trigger it is a change of delivery address. pp use a similar address db matching as optus, rms and other companies that autofill the address form (we don't know the name of the tech). we "fixed" the proof of address by typing in an address and used their version instead of our customised address. ours would've required that we upload a utility bill or license with the name and address of the account holder.

    edit we gave pp want they wanted and are now happy shopping using pp.

  • Hi all, so after i called paypal yesterday and confirmed that they are closing my acc due to security reason, i decided to give it a last shot (with not much hope) by email them back again, request to provide me further details about what other account they talking about and the reason why they decide to close my account.

    received another reply back today , saying that "We are still reviewing your account and appreciate your patience during this time. Once the review is complete, we'll email you with an update. We appreciate your patience.It is my pleasure to assist you. Thank you for choosing PayPal."

    i am so puzzled, yesterday they said they closing my account, today telling me they are still reviewing?? wtf??

    also, when i checked back the resolution centre, i realise there's a whole freaking list of documents they request me to submit, including bank account statement, credit card statement , proof of address (again) and more information about payments!! now i think they are requesting a bit too much personal information .

    should i submit all the documents as requested? i will like to have my account back if possible but i start feeling a bit uncomfortable to provide all these personal information to them now

      • no, not using to sell anything or receive any money from anyone except few dispute which mostly less than $20
        mainly use paypal to make payment for ebay purchase or unfamiliar website purchase
        its handy too when the website doesnt accept amex but accept paypal which allows me to use amex through paypal to earn points

      PayPal are no more or less secure than any other large organisation, especially these days when they all use overseas call centres.

      And if you opened a bank account, you'd have to show 100 points of ID.

    Maybe a conman had an even better proof of address and ID and now you're seen as the imposter. One day you wake up in a park and your face, body and voice has been modified. Even your telltale mole was removed. Turns out the conman has had surgery to look like you and has moved in with your wife, kids and dog!

    But seriously, how can we migrate to a cashless society when one of its biggest players can leave you hanging like that. You should send them a copy of Sandra Bullock's The Net (1995) and tell them that's how you feel.

      Have your identity been stolen? Maybr check with a credit agency for your free report. Just making sure.

  • Yeah my account was closed without warning over 'security concerns', of which they are apparently within their right NOT to advise what those concerns are. They must see that as 'fun' to keep their own clients guessing. This was after getting a Paypal HERE device and setting it up. It worked for 1 day, then my account was closed. May have had something to do with my old address and new one - anyway, I've decided if my money isn't good enough to them, I just won't use them and instead, any rare transactions can be used through someone elses account.

    By the way, they always close claims in favour of the buyer, the seller is practically powerless, or is in most situations; that means its possible and quite easy to take advantage of their unfair system, which, since they day they closed my account, they've just encouraged me to keep looking into… Well done, Paypal.

    • Not true. I sell a bit and have won several disputes. Just keep receipts and evidence.

  • the exact same thing happened with me however with e-bay and from previous comments i'm very sure things are connected, they asked for a driving licence and utility bills showing my address, gave them a few calls to clarify and escalated the issue to a supervisor who was located in the "Philippines" after being clear that I won't be providing anything as they are not a government body or agency, the guy told me that my account has been reviewed by e-bay "America" and he can't do anything about it. My instant reaction was wowww I thought this was e-bay Australia !!! I cut it short, closed the account and moved to Aliexpress and never been happier and i'm glad to hear more people are doing the same more willingly than forcefully. Funny thing my paypal accnt is still functioning, I can only guess because at a certain stage i've unlinked them

  • good to know that i am not alone, i thought i am the only unlucky one that got this ridiculous shxx , i guess i wont provide them everything thats listed, they already got my bill gas and driving license, will give them a bank account statement with paypal transactions, thats it, its up to them what they decide to do, stupid Paypal

  • It boggles the mind that PayPal still doesn't use proper 2 step verification

    • You can use it if you wish.

      You can use a Symantec VIP Access code generator app on your phone and setup Paypal to prompt to enter the generated code when logging into paypal.

        Just create a new one with a new ip address after asking your ISP.

        I haven't had any problems creating accounts for beermoney purposes.

        Paypal's semi-official stance is that they will allow several different accounts provided that they are in good standing.

        I often use a nickname and that is fine as long as you link to a real bank account that has been verified properly. If you are linking to a dodgy one you created online with a fake name at CBA Online Saver, it doesn't work. I have tested this and it doesn't work for long as it is reported and the paypal account gets frozen after a few days.

        This is why I suspect they are asking whether the card that the OP has linked is actually their card. In additional, requesting information on the bank account as well. The banks know what direct debit authorisations are on the account. If the account hasn't been verified after a while by a bankster, then they kill off the account and notify anyone on the list of direct debit authorisations.

        This is all fully compliant with AUSTRAC.

    Number of purchases vs dispute ratios matter as a buyer as well.
    Not saying you do this, but they are cracking down on numerous buyers who dispute nearly everything to get money back, whilst continuing to shop online after multiple "bad experiences".

  • Alert- I have not read that long text you have written, but just by reading the title, I am trying to share my knowledge with you which I have experienced.

    It happened to me like two years ago, and since then I have not ordered a thing from eBay because I can not use my PayPal. My Paypal account was terminated and here are some tips I can give to you:

    Primarily, Contact PayPal support and ask them (request actually) in a friendly polite manner, that you may have done something wrong, and you do accept the consequences, but you give your words that it will never happen again!
    - For this, 90% their response would be: "We are sorry, but we are no longer willing to do business with you." But hey, it's worth a shot.

    WHAT YOU SHOULD NOT DO IS:

    1) Open another account with the same name, contact details and card details (changing address won't work).
    2) Do not open another account in your sisters/brothers/wife/parents/kids name. They have blacklisted your IP address (yes this is utterly ridiculous), and any new account you create from that IP address is having 99% chance of getting terminated.

    What you should do is:

    1) Say Good Bye to rude Paypal forever (I am a Biggest fan of Elan Musk but hate Paypal & their stupid rules) they need to learn how to treat their customers.
    2) Try to use alternate options.
    3) Pretty much it's time to forget eBay too.

    • Um, no there are several guides out there to get back into the game legitimately.

      Usually people that get dinged are those selling virtual items.

      These are notorious for chargebacks and disputes…

      How is it fair that one should sell an item which is lawful at common law, but then get robbed because the system is skewed against the seller.

      There are alternatives, but they are a pain in the neck for prospective clients. The last thing you want to do is to lose a client because you only accept bitcoin.

      Now I don't know the circumstances of the OP in full and maybe we don't know the whole story, but this is the cost of doing business online.

    To be honest let me ask you some questions.

    1. Did you sell something fakes on eBay and scammed the buyers and wanted to withdraw the money as soon as possible?
    2. Does you account involve in any virtual credit card or e-currency like bitcoin or others?
    3. Did you receive money from soneone who told you to share the money if you can cash the money to your bank? And you have no idea how they earned the money and where the source of money is?

    I had a dispute with Living Social. And they only wanted to give me a 12 month credit (no refund) And so I lodged a dispute with Paypal. Not sure if this is what worked, but within a week I had a full refund plus a Living Social credit (doubled up) hehe!!

    PayPal is nothing but headaches, I had similar problems and it took a long time to resolve.

    Pretty much all my payments from eBay were stuck in limbo for 2-3 months because they couldn't verify I was trusted, despite having 100% positive feedback and tracking numbers to prove delivery. Despite all this they seemed determined to not hand over the money, good luck dude.

    • Definitely not scam, I log into my PayPal account and it's in there, I called PayPal talked to someone and confirmed that too, and my PayPal account indeed is limited, can't use it to make payment at the moment
