VIP and car(season?) pass are two different things, just in case you didn't know. This is standard price for a VIP pass on the US store ($20USD), but it's $30AUD on the Australian Windows store so it's still a bit cheaper than that I suppose.

I believe the season pass (ie. 6 cars packs of 7 cars each) is $40.
So if you add it up… $30 vip, $40 car pass, $70 base game = $140?

Its a $99 USD game in ultimate guise so I guess $140 is fair enough if you take into account currency AND gst.
