I used to work at Colorado. Fusion Card is just a loyalty card that you sign up for in store; no cost or anything. You put your name, ph. and email, and occaisionally offers like this are emailed out to you. You can use the card the same day you sign up for it (unless thats changed)

I just got a fusion card from Moorabbin DFO Colorado outlet.
They also said that fusion members recently had a sale on the weekend for 'buy 1 get 1 free.'
I got a buy 1 get one 50% off.
A woman at the local Colorado told me even if they don't have a sale on, if you're buying something from these stores, get your fusion card scanned anyway. Every few months or so, they send out vouchers to cardholders who have bought something. I don't know if there is a minimum spend or anything, all I know is I hadn't checked my emails for a couple of weeks when she told me this and then found I had gotten a $25 voucher, but it ran out (they don't last long).
