It just means things are about the normal price you would expect to pay elsewhere :)

I buy gear from there and it's good quality, but way overpriced.

When you drill down and get more details it says.

Spend up to $150 & get a further 5% off the total bill.
Spend between $150-350 & get a further 10% off the total bill.
Spend over $350 & get a further 15% off the total bill.

  Maybe the shorts are made by blind, one-handed monks high up the mountain slopes in Kathmandu hence the high prices compared to every where else ;-)
