Needed a recharge and paid for $40 but got 20% off. Didn't see any other signs. Can't find something on the web either.
Was doing the 10Gb optus special. I don't know if other telcos are doing the discount as well.

If you bought a $40 recharge (which is the bonus 10Gb data promo anyway) and a $2 SIM, it is a $6 discount (about 15%) still.
