No it does not. It powers off a few seconds after the ignition is turned off and does not restart until there is power again.

Did a bit of reading and it looks like one that supports 'parking mode' would be needed.

Usually means it will do what you want. There may be a setting that needs to be turned on to activate it.
Also the marketing in this Cable Chick description specifically states that it does do what you want.
What concerns me is that is says it can to 1080P but only has a 1MP sensor???
