Found this at HUKD and from the comments, seems to be a ripper deal. There's no airports listed for Australia, but hundreds overseas. Like some have said in the comments, £16.50 is enough for maybe two drinks, so considering all the goodies you get in these lounges, this is a nice bargain for travellers. I'm not sure of the answer for the first question but the vouchers come in pdf via email and are pretty much instant, less than 5 mins. In Singapore I just showed them on my phone and they just wrote down the voucher number :)

@jmathoes Thanks for the wake up call. I needed one, as I can only take 1 additional 'guest' on my Priority Pass and additional guests would have been $US27. $A27 is much better.

Probably had to go up with the fall UK Pound. Still a great deal especially with the money saved on a discount flight. I'm now in SATS Lounge, Terminal 2, Changai. In true OzBargain style, I would only use this if I could use the lounge for the full for hours. 4 meals. 4 desserts. 8 drinks. Pockets full of sandwiches for the "non catered" flight, coffee .. The lady at the counter said it's for four hours (though I was sure it was supposed to be for three).
In a nutshell … Having endured several five hour layovers .. This is one thing I can allow myself the treat.
