It means you cant order the drinks via the app and have to be physically at the store with the app to redeem.
Correct, a bit silly nonetheless.
If you're alone, turn the the person behind you in the line, and entice them with an (almost) half price boost. This is what I did.
If you're extremely cheap/ambitious, you can turn to them and desperately plea that they order your drink at the same time as theirs, so you can use your voucher and get a boost for $1.
Depends what level ozbargain you are.
