This model Belkin Dual USB Wall Charger is the old one.

The included cable is the 30pin type for iPhone, iP3, iP3S, iP4, iP4S.

  Yes it is. And… It charges newer iPads slowly.
  However, some chargers make iPads crash-this one doesn't. It doesn't run hot - so anecdotally, it's slow but faithful.

    Nope. It was that other price since March and even before that. They can call it a promotion price but it was their everyday price on ebay.
