I'm curious to know how it works with such a small installer and no downloads. Anyone find any technical reviews on its design?
As far as I know Webroot is mostly heuristics-based, not signatures-based (as in phoning home every 30 minutes to download a list of known nasties to look for).
It examines the behaviour/attributes of all running processes and known protocols (HTTP/POP3/SSL) and checks for what it deems suspicious activity. Though it is tied to a Webroot cloud service (one of the pluses is that you can control/inspect Webroot-protected PCs from a cloud console) to identify "known threats", though without an internet connection Webroot will still pick up malware/viruses, but just give them generic threat names.
The real benefit of this is that it's supposed to catch more zero-day threats (exploits/vulnerabilities/viruses/trojans/malware that have yet to be discovered "in the wild" and studied to develop countermeasures against).
Reviews are mostly positive, it's basically Kaspersky/Comodo/Webroot that keep topping out on AV comparatives lists year after year, but it is best teamed with another AV (in fact it's designed to run in tandem with a traditional signatures-based AV).
Like you mentioned, it is intentionally small (750KB installer) and very frugal on resources.
