Neon is a 0-4 seat, which can be used for extended rear facing. My daughter is still currently rear facing in this seat at 15 months old. Some children have gotten up to 3 or so years of age. If you are looking to rear face even longer, there are A4 seats, but these are around $500 or so. Neon appears to be available in black and grey. I find this seat incredibly easy to use, and wouldn't hesitate to recommend it.
Rally is for 6 months to 8 years. The height markers are relatively high though and my 15 month old only just meets the entrance marker. Has a 4 star CREP rating. Appears to be available in black and red.

I honestly don't think ANY 6 month old would ever fit in a Rally, and I doubt the manufacturers even think they would. It has more to do with the classifications within the standards. There simply isn't a category for a seat that starts later. All the manufacturers do state that you shouldn't use any of their seats until your child reaches the begin-use marker.
I'll say one thing for Infa over the past few years - they've produced GOOD seats and made them affordable for everyone, especially by way of these regular sales at BigW and with the same seat renamed at ToysR Us etc. No one has any reason to have their child inappropriately seated.
It's the standards. These are excellent seats. High markers and easy to use. I have 3x comfi caprices (more $ version of Rallye) and a Kompressor caprice (more $ version of neon). My twins are 6 in November and have AGES until the booster mark. At which time I will upgrade to type Gs though.
If anyone is unhappy to settle for discontinued colours to get Rally around this price, ToysRus has their version of the same seat for around $10ish more starting today.
We have the Neon for the little one when he was just born. He is now over 2 years old, is abnormally tall and the seat 'just' fits him. Our mate's 3 year old fits in it very comfortably. Looks comfortable and safe, no fuss chair.

Edit: Forgot to mention that you can fit 3 Neons in the back seat of a regular car whereas the Cosmic is a bit bulkier, so you could maybe just fit 2 if it helps anyone.
