No, they don't make anything, they just buy it from China like you do. Maybe Alibaba rather than ebay.
They do take their name from a former east-German like bulb maker.

You don't sit your phone on top. It is microUSB with retractable able (i.e. pull cable out to desired length & it locks, give a quick pull on cable and it retracts).
I bought one about 6 months ago, works well. I haven't noticed if the microUSB is fast charge, possible but I'm guessing its 0.5A for each USB and microUSB plus 1A for 12V. Designed to fit in a cup holder, but my cup holders too far from the 12V adapter.
The main annoyance is all three of the white-ish circles around the charger bits glows blue (LEDs) when on. Its a bit too bright when driving at night, but if not in a cup holder its easy enough to turn it upside down to block lights.
RE: price: pretty sure I paid about $40-$45, so discount is valid for Repco store RRP. Didn't want to pay this much, but I needed something straight away.
