Yep it will be fine to lift it up to change a tyre or whatever.
You should not work underneath a car that is supported by a jack, though. Get the stands as well if you plan on doing something that would potentially place you in danger like changing oil.
yep, trolley jacks have a nasty habit of lowering unintentionally (rare tho) or falling over sideways. always have something under the body of the vehicle your working on besides the jack

take off the tyre and place under the car for extra safety (unless you are fatter then the tyre, in which case filter out the kfc and hj deals ;)
You can do that with the tyre but get the stands

For general home use like that, yes that would be a suit its purpose. I have an 8 year old $99 special from super cheap and its still going, only use it a dozen times a year for tyres, and filling party balloons, and occasionally the rattle gun.
