        As an official genuine order, one expected to be fulfilled, its likely bullshit. However, you really cant see the CIA, or some branch of the diplomatic corps of the US sending an 'order' for whatever as an attempt to annoy the Russians? Despite the hatred etc, diplomats and the like still communicate on a different level to what you might think. This is exactly the sort of thing I would expect from them, or many other personnel in written contact with the other side.

        Moreover, I can see the receiver sending a caseload or two of whatever it was, as stated in retaliation.
