That may be true during the day. I have seen people travelling on bikes at sunset and night in dark clothes, no lights. They are practically invisible on the road or footpath, at least with high vis / reflective jackets they show up better in head lights.
It does not need to be fluoro yellow. White works well too, depending on conditions.
Not sure you need Hi Viz coloured clothes if you have a plethora of flashing lights. Most of my kit, even the dark stuff has reflective strips built into it. I reckon the reflective bits show up better than yellow or orange.

Good price. A shame there is no hi-vis option. You'd be suicidal to ride on the roads in Australia in these colours.
