There's no global warranty in that Apple is obliged to service your iPad - "Apple may restrict warranty service for iPhone and iPad to the country where Apple or its Authorized Distributors originally sold the device." The specs for iPad mini with retina display is equivalent to iPad air except for the screen size. I don't think it is a fair comparison.

However purchasing Australian stock will mean that Apple will honour Australian Consumer Law and fix any problems for a minimum of 24 months. I think this is a big deal and it would take a really low price (like another $50 lower than this price) for me to purchase overseas stock.

Apple Australia will support the warranty on Wi-Fi only iPads first sold/supplied in Hong Kong etc. However, for only one year - not the two years of Australian market iPads.
Not bad price. Those who are worried about local warranty, Wi-Fi version is covered world wide, just like the Mac.
