As per the description the offer is: "Buy one, Write a review online and get another one free" (and take photos etc).
I'm sure it's a good deal, but at least make the title of your post correct for what it is, essentially BOGOF and so your title is misleading.
Um, no. A bra is required in order to review it, certainly. BUT, that bra might have been acquired weeks or months ago, and might not even have been purchased. It might have been a gift to the new mother. Already having the bra, this deal invites the bra wearer to write a review, which, if approved, entitles the reviewer to receive ANOTHER bra, "free", if they are quick enough.
Most people have not purchased this bra. I challenge you to find one person that has.

I wouldn't know how many of these bras had been sold before this promotion began. The bra has been available in the market since at least June 2013

July 2013: I buy a UHD TV from Harvey Norman.
January 2014: Harvey Norman offers me a free one if I write an approved review of said TV.
BOGOF? No way. There has to be contemporaneity between the acquisition of the TV to be reviewed and the offer to give me a new one (if I write a qualifying review).
I would argue that the same would hold even if I bought the TV on 28 January 2014 and Harvey Norman launched the promotion on 29 January 2014. I acquired the first TV with no idea that there would be inducement the next day that would enable me to get a second TV for free. The fact that new purchasers are also eligible to take up the offer to write a review is, in my opinion, irrelevant. Indeed, if the promotion's sole purpose was to generate new sales (and thus increase revenue), it makes no sense at all for Harvey Norman to make it open for past purchasers.
