There is the Oracle posix complaint SQL that is the same and Oracle's enhanced PL/SQL that allows to create code with SQL.
Oracle SQL is known as PL\SQL which is not very different and can be learnt easily with a little practice. If you know SQL you will pick it up very fast :)
If you mean SQL as in Structured Query Language then Oracle Database conforms to the SQL:2008 and SQL:2011 standard.
Strictly speaking Oracle SQL is not PL/SQL. PL/SQL (Procedural Language/Structured Query Language) is Oracle Corporation's procedural language extension for SQL. PL/SQL includes procedural language elements such as conditions and loops. You can declare constants and variables, procedures and functions, types and variables of those types, and triggers. PL/SQL is equivalent to SQLServer T-SQL or IBMs SQL PL.

If someone doesn't have a copy of Oracle, would it be near impossible to gain a practical understanding from taking this course?
