Fear Combat is the multiplayer component of Fear. Its been free for a while, and should continue in the future. It has awesome gameplay and graphics, and probably the best free multiplayer game out.

There's 'slow-mo' which I think might be what you refer to? There is a slomo TDM server which is always packed.
I play this daily, still a lot of Aussie servers and most of them full. Free or not, one of the best multiplayer games I've ever played.
The graphics are sweet, the physics are brilliant and the actual gameplay is top notch. While there have been many free multiplayer games, this one really goes above and beyond.
Great FPS, in fact it's the only game I have installed now :)
