To be fair there is probably little headroom for profit on these type of cards, it's not a great deal but it's certainly not horrible

Unfortunately only Microsoft can make those kind of promos :) Anyway, I think it's a great deal for someone looking for 4000 points, I don't think you can get them cheaper elsewhere now.
The RRP for 4000 Microsoft Points is 4000 x 1.65 = $66.00
So at $44.45 this a pretty great deal really.
Micro is phasing out the points system (http://kotaku.com/microsoft-killing-ms-points-please-be-true…) , so bear in mind that any points you buy will not carry forward to Xbone, should you be stupid enough to buy that abomination of a "games" console.
Also all of you digital content and patches will disappear forever when Micro pulls the plug on the 360 servers a couple of years down the track.
Moral of the story? STEAM SALES.
