I use it all the time and have never had a problem! You just have to drive around, to find a spot, which isn't that hard :) The car park "FULL" sign lights up, if it is full and won't let you in, until another car exits.
It's a public holiday, park on St. Kilda Road for free it should be empty.

ANZAC Day closures – Tuesday 23 to Thursday 25 April 2013
Road closures include:
◾Linlithgow Ave (North-South section) from 8pm on Tuesday 23 April
◾Government House Drive, ANZAC Ave, Birdwood Ave and Dallas Brooks Dve from 5pm on Wednesday 24 April
◾St Kilda Road, Linlithgow Ave (East-West section) and many CBD roads from 6am on Thursday 25 April.
It is expected that most of the roads will be re-opened by 2pm on Thursday 25 April.
MCG game starts at 2.40 p.m.
I've used book a bay once, car park space is not reserved,if u can find a car park space,it's definitely cheaper, but if u can't, u just wasted your money
