Great game, I think I'm near the end. With a 4080 I have to make sure frame gen is off, and cap fps to 60 or cut scenes crash the game.

That sounds like a bad bearing, undervolt fixed my issues, i suspect bad thermal paste job on mine but cbf rmaing it.
