Seiko has an affordable high beat (4 Hz) quartz movement, the VH31. It's used in many sub $100 watches.

That's entirely up to your personal tastes. I played it safe and bought it in black but the blue works for me too.

Pretty decent IMHO. Solid links and end links, and a milled clasp are great to see. Very little rattle and I find mine very comfortable.
