Cheapest way I can think of for 4K Blu-ray would be buying a used Xbox One S or Xbox One X console. If lucky could find one for $100-$150.

Can still use it as 16:9 1440p with black bars though. But yeah if just grabbing for consoles only it's probably a waste.
