    If you are referring to: "Currently, this item is available only to customers located in the United States and who have a U.S. billing address." This is the standard policy of amazon with all Digital Game Sales. However you can get around it by providing a fake US billing address and using a credit card (or buying amazon Gift Cards). Having bought several dozen games through them so far; if you can process the transaction there shouldn't be an issue (unless there are region restrictions on the game itself; such as with a few steam titles). Sorry I would have listed that but most people get annoyed at it being provided as it's considered mostly common knowledge at this point.

    Amazon appears to automatically apply it sometimes (especially if you have entered it before and didn't actually buy a game), but it is still a one time use promotion. If you try it again after you buy, you will see it as $39.99.

  asked around and it appears the digi deluxe isn't that good.
