While I find the upgrade cost atrocious and I am sure that most of it is the Apple tax, it kind of is a special ram. It is fast enough to be used for the GPU, that does make it special.
Yeah, it’s built into the SoC. So Apple have to build a whole chip for every RAM option.
It’s not that special though, it’s LPDDR5x, same as you get in a ROG Ally and snapdragon windows laptops (as well as some Intel). The upcoming framework Ryzen AI 395 will have 128gb of it, and will cost $US2k for the whole system. A Mac Studio with that much ram is $US3700.

This is based on video and doesn't even tell the true story. Overall the M2 pro is better than the base M4 for developers, gamers and editors. But there is more into the story of why. While the base M4 does deliver better single-core performance than M2 Pro, they are almost equal in multi-core. M4 base does have ray-tracing and AV1 decoding.
Now here is where it gets complicated. Yes M4 base is better as an everyday computer for most users. But for Pro users, you would need to upgrade to M4 Pro for the 'upgrade' from M2 Pro.
M2 Pro has 10 cores that you were able to upgrade to a 12 core version. But the 10 cores are 6 performance and 4 efficiency, whereas the new M4 base is the opposite with 4 performance and 6 efficiency.
Memory bandwidth is 200 (M2 Pro) vs 120 (M4 base).
GPU performance is all the way M2 pro over M4 base. That is where the Pro processor will shine.
So that is where these articles and review videos are misleading. They are reviewing a product that most of the time Apple sends them. The truth is the M4 is better for most everyday users but if you bought an M2 Pro is because you needed the extra power and GPU and that is where the M4 is actually a downgrade. Not to mention you are actually losing ports because M2 Pro has 4 TB4 ports whereas M4 base only has 3 TB4 ports and 2 USB-C 10gbps ports.
And this article is only showing you 2 charts, watch the full video he linked to and you will see that it's very close between M2 Pro and M4 base and yes M2 Pro beats it in everything I mentioned above. So those with an M2 Pro mini needs to wait for M5 or M6 for an actual upgrade if you ant to go to a base version chip.
M4 Mac Mini has a nicer design though.

M4 runs at 30% faster clock speed, so having fewer cores is made up for by the increased CPU speed.
Why pay so much money for a mere 256GB extra storage, when you can put 2TB of NVMe on the Thunderbolt port for less?
Is Apple somehow crippling external storage in software?
There are reports that major OS updates can break Home folders linked to external drives. Mostly it's because of poor 3rd party enclosures not engineered with strict guidelines or not paying for trademarked official chips etc and use their own ways of navigating protocols. That is why no major PC big brands make super high speed (TB3/4 / USB 4) enclosures due to the many variables that can cause issues and warranty / support headache. Most of us have to rely on niche Chinese brands selling on Aliexpress to get high speed external NVME enclosures and thus that's where a lot of issues occur. Also these enclosures are cheaply designed and quickly manufactured into trends with poor support afterwards (they just constantly release new updated models quietly to fix prior issues).

Safest bet and the coolest / lowest power use in external storage is the bog standard USB 3.1 Gen 2 10Gb/s port. But for video editors wanting external dump / scratch drives, they have to use Thunderbolt 3 / 5 / USB4 enclosures or else editing videos from external on 10Gb/s can be slow. (There are no Thunderbolt 4 chips released by Intel to use in external enclosures, naughty vendors are selling external Thunderbolt 3 drives as Thunderbolt 4).
New model runs fantastic with a external SSD.
No need to get a lower model or pay for the Apple tax on a storage upgrade.
After the warranty or whenever really finishes you can literally open it up if you really want to and replace the SSD with one from AliExpress. As opposed to the M2 the M4 has removable storage. Obviously I don't know the usage case for OP but if it's just due to the storage I would not bother with the old model.
Just get the m4, it’s so much faster. Even the standard m4 chip is likely better in most cases than the old m2 pro due to increased performance.
If you can go for the m4 pro then do that.
M4 is quite a bit slower in video editing compared to M2 Pro. M4 Pro is a beast for video editing but for $2200 you can build a much better Bill Gates computer that will rip the M4 Pro to shreds in video editing plus it will also be able to game on AAA titles.
