If it's save $7 then normal price is $15 - I can't see this being USB 3.0 unfortunately…
Judging by the photo, and the fact the plug is black and not blue, I'd say its USB2.
If your using it for paging file USB3 might make a different over usb2, but in terms of raw transfer speeds there won't be any difference on a regular usb key like this, whether its usb3 or usb7.

I remember grabbing myself a 16GB USB for $9, off OzBargain mid last year (although it was USB 2.0). Feels good to have really got a decent deal a while back!
If you'd prefer to avoid junk instead get a 5 minute drive $1/GB Sandisk USB3 as below, I can vouch for their service, mine cost AU$36 via Hong Kong, Sincerity trading [99.1%].
