This better than gopro ? buying as a present so not that knowlegable on action cams.
Almost in every way, GoPro for a long time denied issues with the hardware, had overheating issues, this unit is waterproof as you can see it in the photo - no need for additional chunky cases, quality is better, lighting is better, and DJI warranty is very good.
Ensure to purchase the Sandisk Extreme MicroSD cards to ensure it can record in 4K properly.

What do people use their action cameras for? I thought about vlogging for personal storage of memories, is that a bit excessive?
Action cams are alright for outdoors or well-lit areas. Poor in low light conditions. You can look at "action 4 poor low light Reddit" for examples.
For regular daily life vlogging, just get a mobile gimbal and attach your phone to it. Or even just use your phone without a gimbal.
I use it mounted on a RAM mount to the motorbike as a dash-cam.
In the track car for recording race sessions.
Bicycle on a handle-bar mount for some descents.
I use it on my bicycle for commuting - I ride on the road so I use it as a dashcam
